Their initial meeting is where Willy confirms that Magath, a senior leader in the military, wishes to move Marley away from constant war. Magath confirms that Willy, who is secretly the man in charge of Marley, wants the same. So they agree to work together. Later on, Magath gives Willy a list of what all parts of the "house" need to be replaced so that it is no longer in danger of collapsing. AKA, all the dipshits we see in Marley's military command that have their heads too far up their own asses. As for that comment about the house being "infested with rats", well...
