It's kind of symbolic: that Reiner's form is more human looking showing his humanity while Eren's form looks more monstrous since he's losing his humanity. Reiner had to gain his humanity to help protect his allies while Eren had to let go of his humanity to keep moving forward.

These Marleyans have terrorized their surrounding countries with the power of the titans. Which they stole by enslaving all the Eldian people. Now they use it to wage wars of conquest. They have been systematicly abusing Eldians, and have established a near nazi like regime that brands them as the embodiment of everything that is vile. They have been shipping people off to paradis island just to turn them into feral titans. Titans which have terrorized the people living on paradis. Then they sent their warriors to the island, who performed numerous acts of terror, death and destruction. And now they wanted to declare a war of eradication on paradis because these "devils" had the "audacity" to fight back. So what was Erens response? He struck first. He did to them exactly what they did to him and his people. He showed them terror. The civilian deaths of this attack are NOTHING compared to the number of people who died within the walls. These civilians happily supported this nazi-ish regime and didn't care about the horrors of war because they were happening far away from their comfy homes and beds. Eren just brought that horror right to their doorstep, and in the process they are decimating a portion of their military whilst also taking out several of their strongest titan weapons. To stop a fanatical enemy from attacking you one of the following must be achieved: 1: take away the enemies abillity to fight by taking their weapons. 2: take away the enemies will to fight by breaking their spirit. This attack does both. So, is Eren evil? Is he out of control? I say no. He's responding to these Marleyans in the only language they seem capable of understanding. Violence. "You want to declare war on us? Eradicate us? Fine! Here's a taste of what you can expect if you try."
