Nemanja G: Maggie lost her father,sister and Glenn in brutal manner. She saw hell and that made her cold. I won't be surprised if Maggie forgives Neegan cuz she now understands evil and knows that being evil is necessary. What Negan did was brutal but tactical move to break the group spirit in season 7. Maybe she doesn't forgive him but she comes to understand why he did that and that is enough for her and Negan to be pal pals
