She hasn't tried to kill Negan; she's been holding herself back and trying to work with him. He's an asset; as it is shown in ep 2 when she hands him over a gun. It was a suicide mission; everyone knew the risks and agreed to go, as again, Angela puts it; no character is exactly wrong in how they want to approach their precarious situation.
